Joseph Culter

Joseph Culter is an expert on foreign military issues at the Department of State. He is also a former Department of Defense civilian and U.S. Navy Reserve officer who has been detailed to the National Security Council, Joint Staff, and House Appropriations Committee. 

He holds a BA in Political Science and European History from Washington and Lee University, an MA in International Security from Georgetown University, and an MA in National Security and Strategic Studies from the U.S. Naval War College. 

Joseph attended the fellowship in his capacity as a private citizen, and not a Federal employee.
