Paul J. Ray

Position: Adjunct Lecturer, Graduate School of Government

The Honorable Paul J. Ray served until recently as the twelfth Administrator of the Office of Information and Regulatory Affairs (OIRA)--a position informally known as the federal "regulations czar"--to which he was confirmed by the United States Senate in January of 2020. In this position, Mr. Ray oversaw the review of hundreds of regulations from across the federal government, as well as led systemic regulatory reform efforts. Mr. Ray joined OIRA in 2018 as the office's Associate Administrator after serving for a year as the Counselor to the U.S. Secretary of Labor. An alumnus of Hillsdale College and Harvard Law School, Mr. Ray began his legal career as a law clerk to Judge Debra Livingston of the U.S. Court of Appeals for the Second Circuit and Justice Samuel Alito of the U.S. Supreme Court, before working as an administrative appellate lawyer at Sidley Austin LLP.
